"The crowded race for the Sioux Falls City Council's central district seat has another candidate who has filed to run in next year's election.
Zak Okuwe, a nonprofit founder and registered nurse at Sanford Health, filed on Sept. 3 to run for the seat.
In an interview, Okuwe said the city had seen 30 years of dramatic changes, population growth and increasing diversity and complexity.
